Bagaimanapun, disebabkan kekangan peruntukan, projek TKPM itu hanya dibina di enam kawasan sahaja pada peringkat permulaan yang mana melibatkan dua TPKM di Sandakan (TKPM Sungai Koyah dan TKPM Sungai Lokan); TKPM Tawau; TKPM Putatan; TKPM Masilou, Kundasang; dan TPKM Mandalipau, Papar. "Rancangan memang kalau boleh ingin bina TKPM di semua daerah sebab ini bukan untuk tanam sawit. Ini hanya untuk makanan seperti sayur-sayuran dan buah-buahan," katanya ketika diminta mengulas mengenai usaha dilakukan Kerajaan Negeri bagi meningkatkan pengeluaran makanan di Sabah.
